Conditions / Refusal Reasons
That having regard to the limited size of the site and to the scale, bulk and inappropriate detailing of the proposed development, it is considered that the proposals would represent an unacceptable over development of the site that would be out of keeping with the area and neither preserve nor enhance the character and appearance of this part of the Henley Conservation Area. In this way the proposals would be contrary to policies G1, G8 and CON10 of the adopted South Oxfordshire Local Plan and policies G2, G6 and CON10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 and to advice in the South Oxfordshire Design Guide.
That having regard to the scale of the proposals, the cramped layout and to the lack of any private amenity space, it is considered that the proposals provide a poor standard of amenity for the future occupiers of the units contrary to policies G1, G8 and H11 of the adopted South Oxfordshire Local Plan and policies G2, G6, D3 and D4 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003.
That having regard to the proximity of the new building to the residential first floor flat and rear amenity yard at 59 Reading Road, it is considered that the proposals would be an unneighbourly form of development that would be intrusive and overbearing in the outlook from both the flat and the yard. In this respect the proposal would be contrary to policy H4 of the adopted South Oxfordshire Local Plan, policies H4 and D4 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 and advice contained in the South Oxfordshire Design Guide.
