Conditions / Refusal Reasons
That the proposed mast and ancillary equipment housing would by virtue of its height, siting and prominent location, result in an incongruous and visually intrusive form of development that would demonstrably harm visual amenity, and would fail to preserve and enhance the special landscape qualities and appearance of the Chilterns Area of Outstanding Natural Beauty. As such the proposal is considered to be contrary to policies G1, C2 and G15 of the adopted South Oxfordshire Local Plan and policies G2, C2 and TE1 of the First Deposit Draft of the South Oxfordshire Local Plan 2001, Central Government advice in PPG8 'Telecommunications' (2001), and Circular 4/99 'Planning for Telecommunications'.

That the proposal fails to provide sufficient evidence to demonstrate that alternative sites, or site and mast sharing opportunities have been fully investigated and as such presents inadequate justification for the need of the facility to outweigh the need to protect the interests of the Chilterns AONB. As such the proposal fails to comply with policy G15 of the adopted South Oxfordshire Local Plan, policy TE1 of the First Deposit Draft South Oxfordshire Local Plan 2011, advice contained within PPG8 'Telecommunications' (2001) and Circular 4/99 'Planning for Telecommuications'.

That the proposal fails to provide the relevant certification to prove that the installation would comply with the INCIRP safety guidelines. As such the proposal fails to comply with Central Government Advice in PPG8 'Telecommunications' (2001).
