Description
Demolition of dwelling and erection of two, two storey dwellings, semi-detached (as amended by drawing no.W/0101 accompanying letter received from Applicant on 14 January 2004).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That samples of the bricks to be used for the external walls and the slates to be used for the roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences.
Reason: To safeguard the character and appearance of the Wallingford
Conservation Area and in accordance with policies G8 and Con 10
of the adopted South Oxfordshire Local Plan.
That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors, rainwater goods and brackets for the support of the roofs to the porches has been submitted to and approved in writing by the Local Planning Authority.
Reason: To safeguard the character and appearance of the Wallingford
Conservation Area and in accordance with policies G8 and Con 10
of the adopted South Oxfordshire Local Plan.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings and in
accordance with policy G9 of the adopted South Oxfordshire Local
Plan.
That no development shall take place until a professionally competent archaeological organisation, as approved in writing by the Local Planning Authority, has been commissioned to carry out a full watching brief during the period of construction works. The watching brief shall preserve by record any archaeological features which may arise in the course of works and shall include limited archaeological excavation where necessary and the retrieval of artefactual evidence.
Reason: To safeguard the recording and inspection of matters of archaeological
importance on the site and in accordance with policy Con 17 of the
adopted South Oxfordshire Local Plan.
That notwithstanding the provisions of Article 3 of, and Class 1 of Schedule 1 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order), no additional windows shall be inserted in the side elevations or at first floor level in the rear facing elevations unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: To ensure that the development is not unneighbourly and in
accordance with policy H11 of the adopted South Oxfordshire Local
Plan.
That notwithstanding the provisions of Article 3 of and Classes A, B, C E and G of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within Classes A( (enlargement, improvement or other alteration of a dwellinghouse) B (enlargement of a dwellinghouse consisting of an addition or alteration to its roof) C (any other alteration to the roof of a dwellinghouse) and E (the provision within the curtilage of a dwellinghouse of any building or enclosure, swimming or other pool) of Part 1 of Schedule 2 to the Order shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: To ensure that the development is not unneighbourly, to safeguard
the character of the Wallingford Conservation Area and in accordance
with policies H11 and Con 10 of the adopted South Oxfordshire Local
Plan.
That the dwellinghouses shall not be occupied until the means of access between the land and the highway has been formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified have been undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience and in accordance
with policy G10 of the adopted South Oxfordshire Local Plan.
That the parking provision shall be as shown on the deposited drawing, reference W/01/01 all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities and in accordance with
policy G11 of the adopted South Oxfordshire Local Plan.
That before the proposed vehicular access is first used the existing access onto Croft Road shall be permanently stopped up by the means of full face kerb and reinstatement of the footway and shall not be used by any vehicles.
Reason: In the interests of highway safety and convenience and in accordance
with policy G10 of the adopted South Oxfordshire Local Plan.
That development shall not commence on site until written approval has been granted by the Local Planning Authority to plans detailing the slab level of the building hereby permitted relative to existing ground level, and the development shall only proceed strictly in accordance with the details so approved.
Reason: To ensure the development is not unneighbourly or intrusive and in
accordance with policy H11 of the adopted South Oxfordshire Local
Plan.
