That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.

That detailed specifications of the designs, materials and external finish of all windows, rooflights, external doors, eaves/fascias and rainwater goods shall be submitted to and approved in writing by the Local Planning Authority before development commences.
Reason: To safeguard the architectural and historic character and appearance
of the listed building and the character and appearance of the
Conservation Area in accordance with Policy CON10 of the adopted
South Oxfordshire Local Plan.
That a scheme for the landscaping of the site including details of the security fence and any other fences, the treatment of ground surfaces and the planting of trees and shrubs along the rear site boundary and security fence shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in
accordance with Policy G9 of the adopted South Oxfordshire Local
Plan.
That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing.
Reason: In the interests of public health in accordance with Policy G17 of the
adopted South Oxfordshire Local Plan.
That the cladding of the retained workshop and re-roofing of the rear of the main building shall be carried out before first occupation of the new workshops hereby permitted.
Reason: To safeguard the architectural and historic character and appearance
of the listed building and the amenity of the area in accordance with
Policy CON10 of the adopted South Oxfordshire Local Plan.
That the existing electricity supply cables to the front of the building shall be relocated before first occupation of the new workshops hereby permitted in accordance with a scheme which shall have been submitted to and approved in writing by the Local Planning Authority.
Reason: To safeguard the architectural and historic character and appearance
of the listed building and the amenity of the area in accordance with
Policy G8 of the adopted South Oxfordshire Local Plan.
No development approved by this planning permission shall be commenced until:
a) A desktop study has been carried out which shall include the identification of previous site uses, potential contaminants that might reasonably be expected given those uses and other relevant information; and using this information a diagrammatical representation (conceptual model) for the site of all potential contaminant sources, pathways and receptors has been produced.
b) A site investigation has been designed for the site using the information obtained from the desktop study and any conceptual model. This shall be submitted to and approved in writing by the Planning Authority before the investigation is carried out on the site. The investigation shall be comprehensive enough to enable:
- a risk assessment to be undertaken relating to groundwater and surface waters associated on and off the site that may be affected;
- refinement of the conceptual model; and
- the development of a method statement detailing the remediation requirements.
c) The site investigation has been undertaken in accordance with details approved by the Planning Authority and a risk assessment has been undertaken.
d) A method statement detailing the remediation requirements, including measures to minimise the impact on ground and surface waters, using the information obtained from the site investigation, has been submitted to and approved in writing by the Planning Authority. The development of the site should be carried out in accordance with the approved Method Statement.
Reason: To prevent pollution of the water environment in accordance with
Policy G7 of the adopted South Oxfordshire Local Plan.
If during development, contamination not previously identified, is found to be present at the site then no further development (unless otherwise agreed in writing with the Local Planning Authority) shall be carried out until the developer has submitted, and obtained written approval from the Local Planning Authority for, an addendum to the Method Statement. This addendum to the Method Statement must detail how this unsuspected contamination shall be dealt with.
Reason: To ensure that the development complies with approved details in the
interests of protection of Controlled Water in accordance with
Policy G7 of the adopted South Oxfordshire Local Plan.
That upon completion of the remediation detailed in the Method Statement a report shall be submitted to the Local Planning Authority that provides verification that the required works regarding contamination have been carried out in accordance with the approved Method Statement(s). Post remediation sampling and monitoring results shall be included in the report to demonstrate that the required remediation has been fully met. Future monitoring proposals and reporting shall also be detailed in the report.
Reason: To protect Controlled Waters by ensuring that the remediated site has
been reclaimed to an appropriate standard.
That clean, uncontaminated rock, subsoil, brick rubble, crushed concrete and ceramic only shall be permitted as infill material.
Reason: To prevent pollution of controlled waters in accordance with Policy G7
of the adopted South Oxfordshire Local Plan.
