Conditions / Refusal Reasons
That the erection of 8 dwellings on this site would be contrary to Policies G1 and H6 of the adopted South Oxfordshire Local Plan and Policies G2 and H6 of the approved South Oxfordshire Local Plan 2011 Second Deposit (Draft). In this case the site lies on the edge of Brightwell-Cum-Sotwell and development here would extend the built up limits of the settlement into the countryside and would represent an unsustainable form of development.
That if, notwithstanding reason 1 above, the site was considered suitable for housing, the proposed density of development represents an unsustainable and inefficient use of land, contrary to Policies G5 and H8 of the approved South Oxfordshire Local Plan 2011 Second Deposit (Draft) and advice in Planning Policy Guidance Note 3 (Housing).
That the development fails to make any provision for affordable housing, contrary to Policy H9 of the approved South Oxfordshire Local Plan 2011 Second Deposit (Draft).
The site lies within an Area of Great Landscape Value. and within an area of "repair landscape" as described in the South Oxfordshire Landscape Assessment. It comprises an area of flat and open farmland with comparative inaccessibility that creates a remote and rural landscape that contributes to the landscape setting of Brightwell-Cum-Sotwell. The erection of 8 dwellings on the site and in the layout proposed would result in an inappropriate and incongruous form of development which would detract from the character, appearance and landscape setting of the locality contrary to Policy C3 of the adopted South Oxfordshire Local Plan and Policy C4 of the approved South Oxfordshire Local Plan Second Deposit (Draft).
The proposed development would introduce additional vehicular movements on the adjacent highway network, which is substandard and has a substandard junction at Brightwell Street with Mackney Lane to the detriment of the safety and convenience of users of the public highway. As such the proposal would be contrary to Policies G1 and G10 of the adopted South Oxfordshire Local Plan and Policies G2 and T1 of the approved South Oxfordshire Local Plan 2011 Second Deposit (Draft).
The proposed site access lacks adequate visibility splays, and the use of the access would be detrimental to the safety and convenience of users of the public highway. As such the proposal would be contrary to Policies G1 and G10 of the adopted South Oxfordshire Local Plan and Policies G2 and T1 of the approved South Oxfordshire Local Plan Second Deposit (Draft).
That the site is an unsustainable location for new development as the site is not accessible to public transport nor served by an adequate highway network. As such the proposal would be contrary to Policies G1 and G10 of the adopted South Oxfordshire Local Plan and Policies G2 and T1 of the approved South Oxfordshire Local Plan Second Deposit (Draft).
