The Development Plan identifies appropriate locations for new development. Within the Green Belt planning permission will not be granted for new buildings in the countryside unless the proposal is for agricultural or forestry purposes. Planning permission will not be granted for new housing on the edge of settlements which would extend the built up area into the countryside or in the countryside itself. In this case the site is located within the Oxford Green Belt and on the edge of the built up limits of Great Haseley and is inappropriate development as defined in PPG2 which is by definition harmful and would detract from the open nature and rural character of the Green Belt. It would also undesirably extend the built up limits of the village into the open countryside. As such the proposal represents an unacceptable form of development that would be contrary to the advice contained in Planning Policy Guidance note 2 Green Belts, Policies G1 and G4 of the Oxfordshire Structure Plan 2011, Policies G1, GB2 and H6 of the adopted South Oxfordshire Local Plan and Policies G2, GB2 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
The application proposes the erection of two substantial 5 bedroom houses in a design that is not typical of the vernacular building style of the area. As such, the proposal represents an unacceptable and alien form of development that would detract from the visual amenity and rural character of the area and the landscape setting of the village. The proposal would, therefore, be contrary to Policies G1, G8, C3 and GB4 of the adopted South Oxfordshire Local Plan, Policies G2, G6, GB4 and C4 of the South Oxfordshire Local Plan 2011 Second Deposit Draft and the advice contained in Section 4.4 of the Approved South Oxfordshire Design Guide.
