Conditions / Refusal Reasons
That the proposal is contrary to Policy GB 2 in the adopted South Oxfordshire Local Plan and the Second Deposit Draft 2011. The site lies in the Oxford Green Belt where there is a general presumption against development which is not required for the purposes of agriculture or other purposes appropriate to the Green Belt. No overriding reasons have been put forward to overcome the presumption against development.
That the proposal would be contrary to Policies G1, G3, C6 and H6 in the adopted South Oxfordshire Local Plan and Policies C4, G2, G4 and H6 of the Second Deposit Draft 2011. The erection of a dwelling on this site would extend the built up limits of Shillingford into open countryside, which is designated as an Area of Great Landscape Value, detrimental to the landscape setting of the settlement and the visual amenity of this rural area.
The proposals involve the erection of a dwelling and garage on a site which does not have a satisfactory road access and lies to the rear of frontage development such that it is out of character with existing surrounding development in the area. The lack of adequate road access would result in difficulties and inconvenience for service and delivery vehicles and as such the proposals would be contrary to Policy H18 of the adopted South Oxfordshire Local Plan.
