Conditions / Refusal Reasons
That the erection of 9 dwellings on this site would be contrary to Policies G1 and H6 of the adopted South Oxfordshire Local Plan and Policies G2 and H6 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft. Moulsford is a settlement which lacks an adequate range of facilities to support development and the proposals therefore represent an unsustainable form of development.
That if, notwithstanding reason 1 above, the site was considered suitable for housing, the proposed density of development represents an unsustainable and inefficient use of land, contrary to Policies G5 and H8 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft and advice in Planning Policy Guidance Note 3 (Housing).
That the development fails to make any provision for affordable housing, contrary to Policy H7 of the adopted South Oxfordshire Local Plan and Policy H9 of the approved South Oxfordshire Local Plan, 2001, Second Deposit Draft.
The site lies within the North Wessex Downs Area of Outstanding Beauty and within a 'conserve landscape' as described in the South Oxfordshire Landscape Assessement. It comprises an open and undeveloped area which makes a positive contribution to the character of the area and gives a sense of place. The erection of 9 dwellings would result in an inappropriate form of built development which would detract from the character and appearance of the area detrimental to the visual amenity of the locality, contrary to Policy C2 of the adopted South Oxfordshire Local Plan and of the approved South Oxfordshire Local Plan 2001 Second Deposit Draft.
That insufficient information accompanies the application to demonstrate that the development would not harm a wildlife habitat contrary to Policies C14 of the adopted South Oxfordshire Local Plan and C6 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That to achieve a satisfactory access to the site would require the removal of a substantial length of the listed, frontage wall, which would detract from the character, appearance and setting of the listed building, and the visual amenity of the locality, contrary to Policies CON 7 and G1 of the adopted South Oxfordshire Local Plan and CON 7 and G2 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That insufficient information accompanies the application to demonstrate that the proposals will not have an adverse impact on a site of potential archaeological significance contrary to Policy CON 16 of the adopted South Oxfordshire Local Plan and the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
