That the proposal would be contrary to the general, countryside and housing policies of the Oxfordshire Structure Plan 2011 (particularly policies G1, EN1, EN4 and H1), the adopted South Oxfordshire Local Plan (particularly policies G1, G3, C3, H5 and H6) and the South Oxfordshire Local Plan 2011 Second Deposit Draft particularly policies G1, G2, C1, H5 and H6).  The site does not constitute a strict infill plot that is a small gap in an otherwise built up frontage, and its development in the manner proposed would consolidate the existing sporadic pattern of development detracting from the rural character of this part of the settlement of Newington.
