Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the means of access between the land and the highway be formed, laid out and constructed with 2.4 metres by 70 metres vision splays. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the existing access shall be closed by the erection of a pedestrian gate details of which shall be submitted to the Local Planning Authority for approval and the highway verge shall be reinstated. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the new gate piers shall be constructed in natural stone a sample of which shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of their construction. Reason: To safeguard the setting of the listed building in accordance with Policy CON7 of the South Oxfordshire Local Plan.

That prior to the construction of the new access a protected area shall be designated for all existing trees which are shown to be retained and the trees shall be protected in accordance with a scheme which complies with BS 5837:1991 Trees in Relation to Construction and shall have been submitted to and approved in writing by the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies G8 and C16 of the adopted South Oxfordshire Local Plan.
