That the development hereby permitted shall be begun before the expiration of five years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That prior to the first use of the access to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policies G10 of the South Oxfordshire Local Plan 1997 and T1 of the Second Deposit Draft South Oxfordshire Local Plan 2011.

That the hardstanding area hereby approved shall be used for the parking and manoeuvring of vehicles only. The area shall not be used for any purpose other than the parking and manoeuvring of vehicles. Reason: In the interests of highway safety and convenience in accordance with policy G10 of the South Oxfordshire Local Plan 1997 and policy T1 of the Second Deposit Draft South Oxfordshire Local Plan 2011.

That the hardstanding provision shall be as shown on the deposited drawing received 1 April 2004 and shall be constructed, surfaced and laid out, retained and thereafter maintained to the satisfaction of the Local Planning Authority. The top surface material shall be approved in writing by the Local Planning Authority prior to being laid. These works shall be completed prior to the first use of the access hereby permitted and shall prevent surface water from discharging from the site onto the public highway. Reason: In the interests of highway safety and convenience and to protect local amenities in accordance with Policies G10 of the South Oxfordshire Local Plan 1997 and T1 of the Second Deposit Draft South Oxfordshire Local Plan 2011.
