That the use of the existing garage accommodation for residential purposes, is tantamount to the creation of a new dwelling within the grounds of the property, wherein the relationship between the garage building and the existing dwelling results in a cramped and over developed form of development that is detrimental to the residential amenities of both. The development would also lead to a loss of parking for the main dwelling. As such the development is not in keeping with the character of surrounding development and is contrary to the provisions of the adopted South Oxfordshire Local Plan particularly policies G1, G10, H4, H11, H13 and South Oxfordshire Local Plan 2011 Second Deposit Draft, particularly policies D4, T2, H4, H11, H13.
