Conditions / Refusal Reasons
That the building hereby permitted shall be removed and the land restored to its former condition on or before 17 June 2006. Reason: That temporary planning permission is granted on the basis of the special circumstances and urgent need advanced by Oxfordshire Mental Healthcare and in the light of the fact that three years should provide sufficient time to find a permanent solution in connection with the longer-term proposals for the site. The long-term retention of a building of this type and quality would be detrimental to the character and appearance of the Henley-on-Thames Conservation Area, contrary to policies G2 and CON10 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of any work a car parking plan showing a minimum of 10 car parking spaces for use in connection with the temporary building shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the approved car parking spaces shall be provided prior to the first use of the temporary building. Reason: In order to ensure that there is sufficient car parking provision in connection with the use of the building by Oxfordshire Mental Healthcare in accordance with Policy T9 of the Council's adopted South Oxfordshire Local Plan.

That this permission shall enure only for the benefit of Oxfordshire Mental Healthcare and shall not enure for the benefit of the land. Reason: That this planning permission is granted on the basis of the special circumstances and urgent need advanced by Oxfordshire Mental Healthcare and in the light of the fact that three years should provide sufficient time to find a permanent solution in connection with the longer-term proposals for the site. Office accommodation in this type of building for another user would be most unlikely to be acceptable on the basis of its impact on the character and appearance of the Henley-on-Thames Conservation Area, contrary to policies G2, CF2 and CON10 of the Council's adopted South Oxfordshire Local Plan.
