Conditions / Refusal Reasons
That having regard to the size and bulk of the proposed studio/workshop in relation to the height and character of the existing bungalow, the proposal would result in a substantial building that would not be subservient to the dwelling. Furthermore, having regard to the design details of the dormer window in particular, the proposal represents an incongruous and prominent form of development that would be out of keeping with the character of the existing dwelling and would detract from the character and appearance of the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to Policies G1, G8 and C2 of the adopted South Oxfordshire Local Plan and Policies G2, G6 and C2 of the South Oxfordshire Local Plan 2011 First Deposit (Draft).
That the proposal to create a studio/workshop is tantamount to the creation of a separate unit of accommodation and the relationship between the existing bungalow and the new unit would not provide satisfactory standards of amenity and privacy for the occupants of both units. As such, the proposal would be contrary to Policies G1 and H4 of the adopted South Oxfordshire Local Plan and Policies G2 and H4 of the South Oxfordshire Local Plan 2011 First Draft (Deposit).
