Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the external walls and roof be constructed and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the Local Planning Authority before the development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1, G8 and H4 of the adopted South Oxfordshire Local Plan.

That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and the hedges along the eastern and northern boundaries of the land, together with measures for their protection in the course of development. Reason: To help to assimilate the development into its surroundings in accordance with Policies G8, G9 and H4 of the adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with Policies G8, G9 and H4 of the adopted South Oxfordshire Local Plan.

That the screening along the northern and eastern boundaries including the conifer hedge shall be protected during the course of development in accordance with the details to be approved pursuant to Condition 3. Thereafter the screening shall be permanently retained and the conifer hedge shall not be reduced to less than 3 metres in height unless otherwise agreed in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings and to protect the amenity of neighbours in accordance with Policies G8, G9 and H4 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any development details of the surfacing materials for the whole length of the driveway and the turning and parking space serving the new bungalow shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the surfacing materials, the driveway and turning and parking space shall be finished with the approved surfacing materials prior to the first occupation of the new bungalow. Reason: In order to ensure that any disturbance to neighbours from vehicular and pedestrian activity is minimised in accordance with Policies G8 and H4 of the adopted South Oxfordshire Local Plan.

That prior to first occupation of the bungalow hereby permitted the garaging, parking and manoeuvring space shall be provided in accordance with the approved plan drawing no. 5382:03:1 Rev B. Thereafter they shall be permanently retained for the pruposes of parking vehicles unless the Local Planning Authority otherwise agrees in writing. Reason: In order to ensure the provision and retention of adequate parking space on site in accordance with Policies H4 and G11 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Classes A, C, D and E of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within Classes A, C, D and E of Part 1 of Schedule 2 to the Order shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: In order to ensure that any further extensions or alterations to the property do not adversely affect the retention of boundary screening or the amenity of neighbours in accordance with Policies G8 and H4 of the adopted South Oxfordshire Local Plan.

That, notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no additional windows or rooflights or any other openings shall be inserted in the eastern elevation or roofslope of the bungalow hereby permitted. Reason: In order to protect the privacy of neighbouring properties in Croft Way in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
