That, having regard to the works required to the cattery building to provide a childrens nursery, the proposal is tantamount to the erection of a new building of a more substantial form and larger size than the existing building with an unacceptable flat roofed design. Furthermore the use proposed would involve an intensification of activity on the site in terms of traffic and people movements. In the circumstances the proposal represents an unacceptable use and form of development that would consolidate the built up appearance of the site and would increase the general activity in the area to the detriment of the natural beauty and special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to the provisions of the adopted South Oxfordshire Local plan, particularly policies G1, G5, G8 and C2, Policies G2, G6, E8 and C2 of the South Oxfordshire Local Plan 2011 First Deposit (Draft) and the advice contained in Chapters 3 and 4 of the Chilterns Buildings Design Guide.
