That, having regard to the size of the proposed two storey extension in relation to the scale of the existing cottage and despite the use of the link extension, the proposal represents an unacceptable form of works which would detract from the form and small scale character, appearance and setting of this grade II listed building. As such the proposal would be contrary to Policies G1, CON6, CON7 and H12 of the adopted South Oxfordshire Local Plan, Policies G2, CON4, CON5, CON7 and H13 of the South Oxfordshire Local Plan 2011 Second Deposit (Draft) and to the advice contained in Section 4.6 of the South Oxfordshire Design Guide.
