Description
Erection of 8 no. dwellinghouses, associated carports and accesses(as amended by drawing nos.4010-2C, 3A, 4A, 5A, 6A, 7B and 10 accompanying letter from applicant dated 10 June 2003.
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That the external walls and roofs shall be constructed and finished in accordance with a schedule of materials and finishes, such schedule to include provision for the use of plain clay tiles for the roofs, which shall first have been submitted to and approved in writing by the Local Planning Authority before development commences.
Reason: To ensure that the appearance of the buildings is satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
No development shall take place until comprehensive details of proposed landscape works have been submitted to and approved in writing by the Local Planning Authority. The details shall include any existing features or planting to be retained; planting proposals including schedule of plants, species, sizes, numbers and densities; all hard surfaces, changes of level and spot heights; means of enclosure such as walls and fencing with particulars of height, materials, brick bonds and fencing style.
Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.
The approved landscape works shall be implemented within 12 months of the commencement of development. Except as may otherwise be agreed in writing by the local planning authority any vegetation which dies, exhibits dieback or is damaged within 5 years of implementation shall be replaced with a specimen of the same species and size.
Reason : To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.
Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees and hedges that are to remain on the site and the trees and hedges shall be protected in accordance with a scheme which complies with BS 5837:1991 Trees in Relation to Construction and shall have been submitted to, and approved in writing by, the local planning authority. The agreed measures shall be kept in place during the entire course of development
Reason: To safeguard trees which are visually important in accordance with Policies G8 and C16 of the adopted South Oxfordshire Local Plan.
That prior to the first occupation of any of the dwellings a footpath shall be provided to link with the existing footpath at Garton End in accordance with details that shall have been submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development.
Reason: In the interests of highway safety in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.
That no dwelling shall be occupied until space has been laid out within the site for vehicles to be parked and manoeuvred as shown on drawing no. 4010 - 2C; and such parking space shall be retained thereafter.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of development details of the method of construction of the footpath within the zone of protection of the oak, which is protected by the tree preservation order shall be submitted to and approved in writing by the Local Planning Authority and the footpath shall only be constructed in accordance with the approved details.
Reason: To protect the tree in accordance with Policy C17 of the adopted South Oxfordshire Local Plan.
That development shall not commence until foul sewerage details have been submitted to and approved in writing by the Local Planning Authority. The approved details shall be implemented prior to first occupation of any building.
Reason: To prevent pollution in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.
That development shall not commence until a scheme of surface water drainage works and an implementation programme have been submitted to and approved in writing by the Local Planning Authority. The scheme shall be carried out as approved prior to the occupation of any of the dwellings.
Reason: To prevent pollution and flooding in accordance with Policy G17 of the adopted South Oxfordshire Local Plan.
