That close-boarded fencing in this position close to edge of the carriageway constitutes an inappropriate, intrusive and suburban feature in an attractive rural location. The development is therefore considered to be detrimental to the character and appearance of the countryside in the locality and the character of the dwelling. Additionally the fencing is considered to harm the adjacent Chilterns Area of Outstanding Natural Beauty as it is conspicuous from this area. As such the development is contrary to the provisions of the Council's adopted South Oxfordshire Local Plan 1997, particularly policies C1, C2, C3 and G7, policies G4, C1, C2 and D1 of the First Deposit Draft South Oxfordshire Local Plan (June 2002) and guidance contained in the South Oxfordshire Design Guide (EA16 & EA17).
