The proposed development would be contrary to policy G4 of the Oxfordshire Structure Plan, policies GB2, G1 and C3 of the adopted South Oxfordshire Local Plan and to policies GB2, G1 and C1 of the South Oxfordshire Local Plan 2011 (First Deposit Draft). The site lies within the Oxford Green Belt wherein there is a general presumption against new development unless it is required for agricultural or forestry purposes. The proposed use of land for the siting of mobile homes would result in an undesirable protrusion of development in the Green Belt outside the main confines of any settlement, and a form of development that would detract from the open nature of the Green Belt. In the opinion of the Local Planning Authority there are no special circumstances to justify a departure from the planning policies of the Local Planning Authority.
The proposed development would be contrary to the provisions of policies GB2, G1 and C3 of the adopted South Oxfordshire Local Plan and to policies GB2, G1 and C1 of the South Oxfordshire Local Plan 2011 (First Deposit Draft). The proposal to create a new access on the frontage of the site would result in the loss of a considerable length of hedge in order to achieve suitable vision splays. The removal of the hedging would draw attention to the proposed expansion of the site to the detriment of the open rural nature of the site within the Oxford Green Belt and an Area of Great Landscape Value.
