That the replacement of the existing unauthorised mobile home with a permanent dwelling on the proposed site on the edge of a settlement in the countryside, where planning permission would not normally be granted for a new dwelling, would be detrimental to the character and appearance of the Chilterns Area of Outstanding Natural Beauty and be contrary to the provisions of the Council's Adopted South Oxfordshire Local Plan particularly policies G1, G5, C2, H6 and H20 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft), particularly policies G1, G2, G4, C2, H6 and H16. There is not considered to be any justification for setting aside the Council's policies.
