Conditions / Refusal Reasons
That having regard to the form of proposal, in particular its size and bulk and its siting at first floor level half way along an existing flat roofed extension and detached from the main frontage property, it is considered that the proposed extension to the existing curtilage structure would appear prominent and intrusive, would be out of keeping with its surroundings, and would further detract from the character of the medieval burgage plot in which the property lies. As such the development would neither preserve nor enhance the character and appearance of the Thame Conservation Area and the proposal would be contrary to policies G1, G8, CON8, CON10 and CON14 of the adopted South Oxfordshire Local Plan, policies G2, G6, CON10 and CON15 of the South Oxfordshire Local Plan 2011, Second Deposit Draft September 2003 and advice contained in section 4 of the South Oxfordshire Design Guide.
That, having regard to its inappropriate form and detailing, the proposed extension would unacceptably impact upon the character and appearance of number 108 High Street, a grade II listed building, and detract from its setting by further enclosing the open space around it. It is considered that the proposal would also detract from the settings of numbers 107 and 109 High Street, both grade II listed buildings, and in this respect would be contrary to policies CON6 and CON7 of the adopted South Oxfordshire Local Plan, policies CON4 and CON7 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 and advice in PPG 15 - Planning and the Historic Environment.
That the proposal fails to provide for the parking of any vehicles associated with the use of a new residential unit and is thereby contrary to policy G11 of the adopted South Oxfordshire Local Plan and policies D2 and T2 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003.
