That the proposed outbuilding, for which there is no agricultural justification is of poor design, inapproporiate to its function, and would be a prominent feature in the open countryside to the detriment of the character and appearance of the Chilterns Area of Outstanding Natural Beauty.  Therefore the development would be contrary to the provisions of the Councils adopted South Oxfordshire Local Plan particularaly Policies G1, G5, C2 and C8 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft) particularaly Policies G2, G4, G6, C1, C2 and A1.
