Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That notwithstanding the details specified in the application a detailed schedule of all external materials and finishes shall be agreed in writing before the development commences.
Reason: To ensure that the details of the development are satisfactory in
accordance with policies G8, CON10 and C2 of the adopted South
Oxfordshire Local Plan.
That prior to the commencement of the development 20 parking spaces and secure cycle storage shall be provided in accordance with drawing no
S143 05 B accompanying the application and the parking spaces and cycle storage shall be retained thereafter.
Reason: To ensure that the development has adequate parking and the facility
for secure cycle storage in accordance with policy G11 of the
adopted South Oxfordshire Local Plan.
That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation.
Reason: To protect the character of the area in accordance with policy C16 of
the adopted South Oxfordshire Local Plan.
That prior to the commencement of the development details of the slab level of the building shall be submitted to and approved in writing by the Local Planning Authority and the development shall only be carried out in accordance with the approved details.
Reason: To ensure that the details of the development are satisfactory in
accordance with policy G1 of the adopted South Oxfordshire Local
Plan.
That the building shall only be used as a medical centre/GP surgery and shall not be used for any other purpose.
Reason: That having regard to the poor road network serving the site and
limited number of parking spaces being provided the Local
Planning Authority would wish to retain control over other uses of
the building that could generate more traffic than a medical
centre/GP surgery and result in obstruction of the public highway.
This is in accordance with policy G11 of the adopted South
Oxfordshire Local Plan.
That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of public health in accordance with policy G17 of the
adopted South Oxfordshire Local Plan.
That details of any external lighting to be provided for the building or the car park shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development all lighting shall be provided in accordance with the approved details.
Reason: To prevent light pollution in accordance with policy G7 of the adopted
South Oxfordshire Local Plan.
