Conditions / Refusal Reasons
That the building proposed to be converted is not considered to be of a bulk, form and general design in keeping with its surroundings in the Gatehampton Conservation Area and the Chilterns Area of Outstanding Natural Beauty. Its conversion would require significant changes to the building by way of external cladding and the insertion of new windows and doors. It is considered that these works would result in a change in the character of the building from a partly open-sided lightweight agricultural building to a more permanent industrial building, which would increase its prominence in views from local footpaths and result in intrusion into the rural character of the area. As such the development would be detrimental to the character and visual amenity of the Chilterns Area of Outstanding Natural Beauty and would not preserve or enhance the character and appearance of the Gatehampton Conservation Area. Therefore the development would be contrary to the provisions of the Council's Adopted South Oxfordshire Local Plan, particularly policies G1, G5, CON10, C2 and C11 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft), particularly policies G2, G4, CON10, C2 and E8.

That the development would increase traffic in the vicinity of the site where the existing road pattern is inadequate to serve additional development and could cause hazard to users of the highway. Therefore the development would be contrary to the provisions of SOLP, particularly policy G10 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft), particularly policy T1.
