Conditions / Refusal Reasons
That the proposal would fail to provide an adequate number of car parking spaces for the three flats. As such it would be likely to result in parking on and manoeuvring onto the public highway in close proximity of the junction of Reading Road and St Marks Road to the detriment of the safety and the convenience of other users of the highway. The proposal would therefore be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan particularly policies G1, G10, H11 and H13 and South Oxfordshire Local Plan 2011 Second Deposit Draft particularly policies G2, H11 and T2.
That having regard to the location of the car parking areas in relation to the ground floor flat the movements associated with the use of the space would result in unsatisfactory levels of privacy and amenity for the occupants of the ground floor flat. Furthermore the provision of the parking spaces in the location proposed involves the loss of garden area for the existing flats which would result in unsatisfactory levels of amenity for the occupants of all the flats. As such the proposal would be contrary to Policies G1, G10 H11 and H13 of the adopted South Oxfordshire Local Plan and Policies G2, D2, D3 and H11 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
