The proposals are contrary to policies G8, CON6 and CON7 of the adopted South Oxfordshire Local Plan, policies G6, CON4, CON5 and CON7 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003), and advice contained in PPG15 - Planning and the Historic Environment. Having regard to the magnificent sweep of clay tiled roofs of this courtyard of buildings, to disrupt the roof by the installation of additional rooflights would adversely affect one of the most important characteristics of this group of listed buildings, and thereby diminish the special character and interest of the buildings. To permit the proposed rooflights would also set an undesirable precedent for the approval of similar proposals elsewhere on this group of buildings.
