That having regard to the size and design of the dormer window in the rear elevation the proposal would result in an incongruous and inappropriate form of extension that would be out of keeping with the character of Northdown House and would fail to preserve or enhance the character and appearance of the Watlington Conservation Area.  As such the proposal would be contrary to the provision of the Council's adopted South Oxfordshire Local Plan particularly policies G1, H12 and CON10 and the South Oxfordshire Local Plan 2011 Second Deposit Draft particularly policies G2, H13 and CON10 and advice contained within the Council's South Oxfordshire Design Guide.
