The proposals are contrary to policy G11 of the adopted South Oxfordshire Local Plan and policies T2 and D2 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003). The proposed office use of the building would result in an intensification of use of the building, additional traffic movements and a requirement for additional parking facilities in the locality. No parking facilities are available on the site and the proposals would create a need for on-street parking and long-term parking and as such would be detrimental to highway safety and the residential amenity of the area.
