That having regard to the size of the one bedroom unit and its relationship with the original cottage, the proposal represents an unsatisfactory form of development that would be out of keeping with the original character of this small scale detached cottage and with the residential character of surrounding area. Furthermore, the proposal would involve an intensification of activity on the site in terms of traffic and people movements and, having regard to the location of the site on the edge of Binfield Heath, the general increase in activity on the site associated with creating an additional residential unit would detract from the landscape setting of the village. As such the proposal would be contrary to Policies G1, C3, H5 and H13 of the adopted South Oxfordshire Local Plan and Policies G2, C1, C4, H5 and H11of the South Oxfordshire Local Plan 2011 First Deposit (Draft).
