That the mast and associated equipment cabin, by reason of its siting and appearance, would represent an intrusive and prominent form of development that would adversely affect visual amenity and fail to conserve the landscape qualities and appearance of this part of the Area of Great Landscape Value.  As such, the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G15 and C3, and of advice in DETR Circular 4/99 'Planning For Telecommunications', PPG 8 'Telecommunications' (1992) and draft PPG 8 'Telecommunications' (2000).
