That the proposed mast and associated equipment housing, by reason of its height, dense headframe and associated visual clutter, would represent a visually prominent and intrusive form of development that would adversely affect visual amenity and fail to conserve the landscape qualities and appearance of the Area of Great Landscape Value. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G1, G15 and C3 and of Central Government advice in PPG 8 'Telecommunications' (1992), draft PPG8 'Telecommunications' (2000) and Circular 4/99 'Planning For Telecommunications'.
