Conditions / Refusal Reasons
That the mast and associated equipment cabin, by reason of its siting and appearance, would represent an intrusive form of development in the street scene and locality that would detract from and represent a serious risk to the visual amenities of the area. Furthermore, insufficient evidence has been provided to the Local Planning Authority of consideration of the use of existing masts, buildings or other structures as required by DETR Circular 4/99. As such, the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G1 and G15, and of advice in DETR Circular 4/99 'Planning For Telecommunications', PPG 8 'Telecommunications' (1992) and draft PPG 8 'Telecommunications' (2000).
