That having regard to the prominent location of the site in the Wallingford Conservation Area, to the bulk and massing of the proposed extension and details of the design, the proposal represents an unacceptable form of development that does not relate to the scale and character of development in the area, would detract from the small scale character of the existing building and the character and appearance of the Wallingford Conservation Area. As such the proposal would be contrary to Policies G1, CON10 and H12 of the adopted South Oxfordshire Local Plan and advice contained in Sections 4.4 and 4.6 of the South Oxfordshire Design Guide.
