Conditions / Refusal Reasons
That the development would be contrary to the provisions of the Oxfordshire Structure Plan, 2011 (OSP) and the adopted South Oxfordshire Local Plan (SOLP). The general strategy is to provide a sustainable framework for development in ways that protect the environment, character and natural resources of the area (OSP Policy G1 SOLP Policies G1, G2 and G3). In the open countryside, sporadic and ribbon development will not be permitted (OSP Policy G5; SOLP Policy G5). New employment generating development will only be permitted for premises upto 500 square metres within the built-up area of villages (OSP Policy E4 SOLP Policy E3). New shopping developments in out of centre locations will not be permitted if it would lead to an unacceptable increase in private car use (SOLP Policy S1). Development involving the loss of Grades 1, 2 and 3A agricultural land will not normally be permitted (SOLP Policy C7). The natural beauty of Areas of Outstanding Natural Beauty will be conserved and the need to protect the countryside will be an important consideration (OSP Policy EN4, SOLP Policies C1, C2 and C6). The application represents an unsustainable development for retail and employment generating use in excess of 500 sq.m. on high quality agricultural land (Grade II) in open countryside outside the well defined confines of existing built development in Goring. The erection of a petrol filling station with associated shop, showroom, repair/servicing building, together with the construction of a new roundabout with attendant lighting and signage, and activity and noise, would represent an incongruous and intrusive form of development which would detract from the quality of the landscape of an attractive area of countryside within the Chilterns Area of Outstanding Natural Beauty, affording far reaching views both into and from the North Wessex Downs Area of Outstanding Natural Beauty. The Council is not satisfied that there are any special circumstances which justify overriding the Policy objections to the development.
