Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policies Con 8 and Con 10 of the adopted South Oxfordshire Local Plan.

That the brickwork shall be laid in Flemish bond and shall be constructed with a lime based mortar mix. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policies Con 8 and Con 10 of the adopted South Oxfordshire Local Plan.

That detailed specifications of the designs, materials and external finishes of all external doors, windows (including cills and heads), eaves, meter boxes, flues and rainwater goods shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policies Con 8 and Con 10 of the adopted South Oxfordshire Local Plan.

That a detailed scheme for all alterations to retained boundary walls shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policies Con 8 and Con 10 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site including details of all new gates, walls and fences and of all ground surface treatments shall be submitted to and approved in writing by the Local Planning Authority before development commences. The scheme shall be implemented as approved prior to first occupation of any dwelling. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policies Con 8 and Con 10 of the adopted South Oxfordshire Local Plan.

That pedestrian access shall be retained at all times from Market Place to the rear of the easternmost dwelling and from Church Lane to the bin store and rear of the other dwellings as shown on drawing O144 15 B. Reason: To ensure convenient access to the rear garden and avoid the need for permanent storage of bins on Church Lane in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.

That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health and to avoid pollution in accordance with Policy G7 of the Council's adopted South Oxfordshire Local Plan.

That no development (other than building demolition) shall take place until a staged programme of archaeological investigation and mitigation has been carried out in accordance with a written scheme and by a professional archaeological organisation which shall have been approved in writing by the Local Planning Authority. Reason: As the development may affect a site of archaeological interest in accordance with Policy Con 16 of the Council's adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no extension or alteration to the external appearance of any of the dwellings shall take place unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policies Con 8 and Con 10 of the adopted South Oxfordshire Local Plan.

That the bathroom windows in the front elevations of the houses shall be glazed in obscure glass prior to first occupation of the properties and shall thereafter be retained as such. Reason: To ensure that the development is not unneighbourly in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
