Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That details and samples of all materials to be used for new freestanding and building walls and for all roofs shall be submitted to and approved in writing prior to development commencing. Reason: To safeguard the character of the area and setting of the adjacent listed buildings in accordance with Policies G8 and CON7 of the adopted South Oxfordshire Local Plan

That detailed specifications of the designs, materials and external finishes of all external doors, windows, rooflights and eaves/verges shall be submitted to and approved in writing by the Local Planning Authority prior to development commencing. Reason: To safeguard the character of the area and setting of the adjacent listed buildings in accordance with Policies G8 and CON7 of the adopted South Oxfordshire Local Plan

That a scheme for the landscaping of the site, and of the adjacent land to the east, including the planting of trees and shrubs; and details of all walls and fences, changes of ground levels, ground surface treatments and garden shelter shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall include a two metre high wall around the rear garden of Plot 5. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To safeguard the character of the area and setting of the adjacent listed buildings in accordance with Policies G8 and CON7 of the adopted South Oxfordshire Local Plan

That those trees shown to be retained shall be retained and shall be protected whilst development operations are taking place in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development. Reason: To safeguard trees that are visually important in accordance with Policy C16 of the adopted South Oxfordshire Local Plan

That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no extensions or alterations to the external appearance of any of the dwellings shall take place unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To safeguard the character of the area and setting of the adjacent listed buildings in accordance with Policies G8 and CON7 of the adopted South Oxfordshire Local Plan

That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance in accordance with Policy CON18 of the adopted South Oxfordshire Local Plan

That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan

That before any of the development hereby permitted is occupied, the parking and turning spaces shown on the approved plan shall be constructed and such spaces shall thereafter be kept permanently available for the use of residents and visitors to the site. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the adopted South Oxfordshire Local Plan

That those buildings on and adjacent to the eastern boundary of the site, except for those to be converted, shall be demolished and the materials therefrom removed before the commencement of any other development. Reason: Permission is only granted for a comprehensive redevelopment to safeguard the character of the area and in accordance with Policies H5, H6, G8 and CON7 of the adopted South Oxfordshire Local Plan

That notwithstanding details contained in the application, details of the path to the front of the dwelling on Plot 1 shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of safety on the public highway in accordance with Policy G10 of the adopted South Oxfordshire Local Plan

That before development commences a detailed site investigation shall be carried out to establish if the site is contaminated, to assess the degree and nature of contamination, and to determine its potential for pollution of the water environment. The method and extent of the site investigation which shall have regard to BS10175:2001 'Investigation of Potentially Contaminated Sites' shall be agreed in writing by the Local Planning Authority. A detailed remediation scheme including measures for rendering innocuous or removing contaminants from the site and for preventing pollution of groundwater and surface water including provision for monitoring, testing of any imported materials and validation procedures shall be submitted to and approved in writing by the Local Planning Authority before development commences. The scheme shall be implemented prior to the first occupation of any part of the development. Reason: In the interests of public health and to prevent pollution in accordance with Policy G7 of the adopted South Oxfordshire Local Plan
