That by reason of its size, siting and design the proposed dwelling represents an overdevelopment of the site and an inappropriate form of development.  Furthermore the proposal represents backland development of a site with no proper road frontage which would create difficulty and inconvenience for collection and delivery services contrary to Policies H4 and H18 of the adopted South Oxfordshire Local Plan and advice contained within Sections 3.4, 4.2 and 4.4 of the South Oxfordshire Design Guide.
