That the use of the property as a creche facility in an area between three separate parking areas would result in an unsatisfactory environment for external play and introduce high numbers of traffic and pedestrian movements at particular times during the day which would be detrimental to the safety and convenience of users of the creche facility, other pedestrians and users of vehicles. As such the proposal would be contrary to Policies G1, G10 and G11 of the adopted South Oxfordshire Local Plan.
