The proposed retail activity is of a type and scale that is incongruous with the role and function of the Wallingford centre within the wider retail hierarchy contrary to Government guidance in PPS6 - Planning for Town Centres (par. 2.41) and to policies G6 and TC7 of the South Oxfordshire Local Plan 2011.

The proposed retail warehouse use in an out-of-centre location would adversely impact upon the vitality and viability of the Wallingford town centre and other retail facilities within the catchment of the application use contrary to policy TC7 of the South Oxfordshire Local Plan 2011.

The application site is not well served by public transport; and the proposed use is of a scale that is incongruous with the role and function of the Wallingford centre within the wider retail hierarchy. This results in an unacceptable increase in private car journeys contrary to principles of sustainability and to policies G3, TC7 and T1 of the South Oxfordshire Local Plan 2011.

The occupation of the application site in an out-of-centre location for a retail purpose will materially prejudice the amount and variety of land provided for employment uses contrary to policy TC7 of the South Oxfordshire Local Plan 2011.
