Conditions / Refusal Reasons
That the development would conflict with the principles and policies of the adopted Oxfordshire Structure Plan 2011 (OSP) and adopted South Oxfordshire Local Plan (SOLP) which allow for developments of upto 9 dwellings within the built-up area of larger villages of the District (OSP Policy H1; SOLP Policies G2 and H4) but not to permit new houses in hamlets or isolated groups of dwellings or on the edge of settlements which would extend the built-up area into the countryside (SOLP Policy H6). Developments which would harm the beauty of Areas of Outstanding Natural Beauty (SOLP Policy C2) or the attractive landscape setting of settlements (SOLP Policy C6) will not be permitted. The site lies to the rear of a group of dwellings beyond the built-up limits of development of Cholsey. The proposed development would harm the attractive rural character of the area to the detriment of the North Wessex Downs Area of Outstanding Natural Beauty and setting of Cholsey. Furthermore, the development would be in an unsustainable location remote from the services and facilities of Cholsey.

That the proposal would result in the intensification of use of the existing substandard junction of Papist Way with the A329 which lacks adequate visibility and suitable geometry and would be detrimental to the safety and convenience of users of the public highway contrary to Policy G10 of the adopted South Oxfordshire Local Plan.
