Conditions / Refusal Reasons
That the development would be contrary to the provisions of the general, environmental and housing policies of the Oxfordshire Structure Plan 2011 (Policies G1, G4, EN1 and H1) which seek to restrain development outside the county towns (G1 and H1), new development in the Oxford Green Belt (G4) and to restrict sporadic and ribbon development in the open countryside (EN1). The site is not allocated for housing development. The proposal would represent inappropriate development in the Oxford Green Belt, and would undesirably extend development beyond the confines of the settlement of Marsh Baldon to the detriment of the surrounding rural area and landscape setting of the village.

That the development would be contrary to the provisions of the general (G1, G3 and G5) green belt (GB2) countryside (C1, C3) housing (H2, H5, H6) and conservation (Con 7 and Con 8 and Con 10) policies of the South Oxfordshire Local Plan. The site is not allocated for housing and the proposals do not represent infilling but would extend the limits of the village into open countryside. The proposals would be detrimental to the rural character and visual amenity of the locality which lies within an Area of Great Landscape Value and would be inappropriate development in the Oxford Green Belt. The site is an important open gap in the street which contributes to the setting of the Marsh Baldon Conservation Area and the introduction of further housing would detract both from the character and appearance of this part of the Conservation Area and the setting of adjacent buildings included on the Statutory List of Buildings of Special Architectural or Historic Interest.
