That the proposal would result in the loss of an essential community facility within the village of Warborough, contrary to Policy CF2 of the adopted South Oxfordshire Local Plan and to Government advice set out in Planning Policy Guidance Note 7 which states that those who live in rural areas should have reasonable access to a range of services. Insufficient evidence has been submitted to justify overriding this policy.

That, notwithstanding the reduction in the size of the parking area which would be a visual improvement, the loss of the public house would reduce the vitality and visual interest of the Conservation Area, contrary to Policy CON8 of the adopted South Oxfordshire Local Plan.
