Conditions / Refusal Reasons
The provision of the proposed access would involve the removal of the existing brick wall and the loss of a section of raised footpath and verge. Both these features are identified as important elements in the East Hagbourne Conservation Area Character Study for their contribution to the sense of enclosure and character of the village street. Their loss would seriously detract from the character and appearance of the East Hagbourne Conservation Area and the setting of the adjacent listed buildings. As such the proposal would be contrary to Policies G1, CON7, CON8, CON10 and H12 of the adopted South Oxfordshire Local Plan.

The proposed rear extension involves the loss of a large part of the catslide roof and is of a design and form out of keeping with the character of the building and is of a size which is excessive for the main range to accommodate. The provision of the second floor bedroom would involve the loss of historic fabric and a dormer which would contribute to an excess of additions to the rear elevation. As such the proposals represent unacceptable and unsympathetic works to this grade II listed building which would detract from its character and appearance and that of the East Hagbourne Conservation Area contrary to Policies G1, CON5, CON6, CON10 and H12 of the adopted South Oxfordshire Local Plan.
