Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To safeguard the character of the area in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site to include the planting of live trees and shrubs, all ground surface treatments, details of all fencing and walling and any external lighting shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings in accordance with Policy G9 of the Council's adopted South Oxfordshire Local Plan.

That existing trees on the boundaries of the site shall be retained and protected during development in accordance with a scheme submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard trees which are visually important in accordance with Policy G16 of the Council's adopted South Oxfordshire Local Plan.

That, before development commences on construction of the building, a detailed site investigation shall be undertaken to determine the degree and nature of any contamination and any necessary remedial measures undertaken all in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to prevent pollution of ground and surface water in accordance with Policy G7 of the Council's adopted South Oxfordshire Local Plan.

That details of the provision to be made for secure cycle parking shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That provision for cycle parking shall be made in accordance with details approved under condition 6 prior to first use of the building hereby permitted and shall then be retained and maintained. Reason: To provide for and encourage access by cycle in accordance with Policy T5 of the Council's adopted South Oxfordshire Local Plan.

That the building shall not be occupied until the parking provision has been constructed, surfaced and laid out, as shown on drawing no. 23C; and such parking provision shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities.

That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution in accordance with Policy G7 of the Council's adopted South Oxfordshire Local Plan.

That details of surface water drainage including source control measures shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To prevent flooding of adjoining land and to avoid pollution in accordance with Policy G17 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of its use the means of access to which this permission relates shall be formed, laid out and constructed strictly in accordance with the deposited plan reference 23C and the attached specification and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification and deposited plan. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the Council's adopted South Oxfordshire Local Plan.
