That having regard to its siting, height and appearance the proposed fence would introduce an inappropriate means of enclosure resulting in the masking of trees and shrubs which contribute to the visual amenity of the street scene. As such the proposed development would be detrimental to the character and visual amenity of the area which lies within the Chilterns Area of Outstanding Natural Beauty contrary to Policies G1 and C2 of the adopted South Oxfordshire Local Plan.
