The site lies in an open and undeveloped part of the River Thames within the North Wessex Downs Area of Outstanding Natural Beauty beyond the well defined confines of existing built development.  The construction of a pontoon, unrelated to any existing facility, would detract from the natural state of the riverbank and the visual amenity of this rural locality, contrary to Policies R9, C2, C4 and G1 of the adopted South Oxfordshire Local Plan.
