That, having regard to the character of existing surrounding development and to the location of the proposed dwelling, having no proper road frontage and being behind an existing house, the erection of a single storey dwelling would result in a incongruous form of development, out of character with existing surrounding buildings detrimental to the visual amenity of the locality and result in difficulty and inconvenience for service and delivery vehicles, contrary to Policies H5 and H18 of the adopted South Oxfordshire Local Plan.
