That having regard to the width of the plot, the changes in land level across the site and the relationship of the proposed building with 15 Cromwell Road, the proposal to erect a two storey dwelling represents a cramped and oppressive form of development that would detract from the character and appearance of the locality and the residential amenity of the occupants of 15 Cromwell Road. As such the proposal would be contrary to Policies G1 and H4 of the adopted South Oxfordshire Local Plan and advice contained within section 4 of the approved South Oxfordshire Design Guide.
