That the application proposes the erection of a replacement dwelling in the open countryside outside the built-up area of any town or village. The information accompanying the application shows that the replacement is significantly greater in size than the existing building. In addition, due to the location of the site on a steep hillside and to the amount of levelling and clearance of vegetation required, it is considered that the new building would result in a more intrusive form of development than the existing small-scale structure. The levelling over such a large area would create an alien feature in this rolling landscape to the detriment of the character and visual amenity of the Chilterns Area of Outstanding Natural Beauty. Therefore, the development would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G1, C2, H6 and H16.
That the proposal would involve the lowering and levelling of a substantial area of land resulting in the removal of some trees and threatening the long term health and stability of other large trees in the immediate vicinity. The trees are considered to be of significant amenity value and are protected by a blanket Tree Preservation Order. As such the proposal would be contrary to Policies C2 and C16 of the adopted South Oxfordshire Local Plan.
